History: Bruce Cantine is a brutal guard at the Zig. He is also a meta hater. He throws his weight around and enjoys terrorizing the prisoners. He is the sidekick to Tom Carter.

History: Chiri was a time-lost heroine from a different culture. At some point in the distant past, Chiri met and had a relationship with Corvus Babel

She was found by Helsinger and was convinced that he was good and the heroine Steele Magnolia was a terrible monster. He sent her to capture Steele Magnolia. She succeeded, but then discovered how evil Helsinger truly was.

She became a registered hero, befriended Rose Cross and Jabberwok, and lived at the Whitmoore Apartment Building. She then disappeared.

She was captured by the Council who put an incendiary bomb inside of her. She was to be used as a bomb against Steele Magnolia. She did manage to get her message across to Detective Frost and SummerHeat, who then bungled their rescue attempt. Hyperman tried to help find the Council base by using Chiri as a beacon, but the Council figured out what he was doing, and set off the bomb inside Chiri. She felt it, pushed out of the speeding hero's arms, and was destroyed, but save his life.

History: After all his years of trying to find the notorious assasin Hellfire he was getting close, he could feel him, the one called Damien. He was somewhere in this iteration of Paragon City, though not the dimension that Dragan came from, his empathic powers were just as strong here as in the universe called Victory and the 'spiritual fingerprint' (Dragan used the term to explain the connection that he feels to individuals who have had a large part in changing the course of his life to people who didn't understand his empathic powers) of Hellfire was so much a part of Dragan because of what Hellfire had done years before that he could feel the assasin through dimensions. He was on hand for Hellfire's death at the hand of Julia Wright.

His current whereabouts are unknown.

History: The man who would become the Clockwork King was a powerful psychic and creative genius. He started making the Clockwork several years ago. Early reports on the first of these Clockwork men – commonly called Sprockets – were confused, as victims and witnesses thought the Clockwork men might be one or two super-powered villains. Although violent, they were stealing objects of relatively low value – copper wire and steel cable, metal beams and machine shop tools. Incident followed incident, and suddenly there was a rash of Sprocket crime through the industrial districts of Paragon.

Initially confused, and somewhat amused by the strange robots behavior and appearance, police finally took the Clockwork seriously when an officer was killed trying to prevent two Sprockets from stealing a spool of copper wire from a cable service van. The police cracked down, but the Clockwork men proved difficult to injure or contain, due to a single-minded purpose and their metallic hide. So the commissioner called in a number of favors with local heroes, including the former policeman Blue Steel , and a city-wide manhunt was undertaken.

The Sprockets were eventually tracked down to an abandoned warehouse, where a major assembly line production seemed underway. There were dozens of Sprockets attempting to construct scores more of their kind. Blue Steel scouted ahead and reportedly saw a young, disheveled man overseeing the operations.

When the combined task force of heroes and police raided the warehouse, all hell broke loose. In the firefight that ensued, several propane tanks were ignited and the warehouse caught fire. The robots fought on, ignoring the flames. When the heroes and SWAT Team finally broke their ranks, it appeared that a number had escaped, including the young man. Tragically, three officers were killed in the fight and fire.

Blue Steel chased after the robots, ranging far ahead of his fellow heroes and the SWAT Team. The young man was carried through the sewers by a half dozen robots, and finally reached a “safe house,” a decrepit bungalow in Boomtown. When Blue Steel radioed back to the commissioner, he learned of the officer casualties … and a fury exploded within him. He launched himself into the bungalow.

The young man was too disoriented from the early encounter, hurt by smoke and fatigue, and could not coordinate a proper defense. Blue Steel single-handedly smashed the Sprockets to pieces, and then turned his rage upon the man, beating him into a bloody pulp. Blue Steel collapsed, exhausted and spent. He checked on the man, and felt the bile rise when he realized the man was dead. Disgusted with himself and the whole day’s tragedy, Blue Steel radioed in for the coroner and clean-up crew. With a heavy heart he left to help fight the fire. The pieces could be sorted out later.

Thus there were no witnesses to whatever happened next. When Blue Steel returned later, the emergency crew was cleaning up the debris. There was sign of the scuffle, but none of the Sprockets were there, nor was the body of the young man. Had Blue Steel been wrong, and the man not died? Did the robots repair themselves and carry the corpse away? Was there something else at work here?

Thereafter, there were a handful of sparse reports of Sprocket activity but the questions were put on hold, then forgotten, as Paragon City trembled under an apocalyptic threat: the Rikti War!

When the war finally ended, the city was a ruin and chaos governed everywhere. Quietly, or as quietly as a gear-and-ratchet machine can be, Sprockets started to appear in ones and twos, helping with the clean-up. At first, the city officials were confused but thankful for any aid. In those grim days it was hard to tell who was friend and who was foe. The Sprockets proved adept at clearing out scrap metal and sifting through debris for salvageable parts, but instead of helping the city separate it for reuse, they stole it away, and used it to build more Sprockets.

A reporter for the Paragon Times, Maggie Greene, who had followed stories of the Sprockets before the war grew concerned. As no one coordinating the relief effort seemed to know anything about them, she took it upon herself to follow a group of Sprockets. Over several days, they finally led her to an abandoned factory, where she discovered an assembly-line production.

One of Paragon’s surviving heroic Super Groups, the Regulators, were alarmed by Greene’s report. They quickly gathered and scouted out the factory. Whatever peaceful intentions the Sprockets were displaying quickly vanished into an aggressive defense of their territory. The Regulators barely escaped with their lives, but now the city knew the Clockwork meant them harm. Gears, ratchets, sockets, and springs.

The Clockwork King built a couple more powerful Clockwork - Babbage and Paladin.

A couple of years ago, the Clockwork King killed the hero Necronus's family and also turned Larry Chatwood into a Clockwork named Tick Tok through the same process that turned him into a huge mechanism with a human brain.

While Necronus was at the Whitmoore, the Clockwork King, with several weaker duplicate Babbages and many Clockwork, attacked Necronus and tore the hero in half, killing him. The King was defeated, but his minions helped rebuild him.

Tick-Tok found the location of the weakened King's new body, and led a team including Master Sergeant Gevin Riley of Metaforces, Dark Harrier, and Elumien against the King. Tick-Tok badly hurt the King again, and the base collapsed on them.

History: Corvus Babel is extremely old. Babel has existed since the time of prehistoric man. According to Rikti mentalists, he is Rikti mole, planted here more than 10,000 years ago! He was a human who was granted nigh-immortality so that he would live for a good long while, and super-durability so that he would not be destroyed. His mind is a giant psionic transmitter to the Rikti home dimension. He has survived through all the great empires, from Alexander the Great to Augustus Caesar, from China to Colonial America. Over the years, he has had many lovers and children. In ancient times, Corvus would take the children away from their mothers and then kill them. His daughter Tisifone Babel survived and has sworn vengeance. One of his lovers was also Chiri Gami Gohei Otogizoushi.

He first arrived in Paragon City in the early 1900s, according to records from the City Office. He did not use his powers, and apparently was a draft-dodger during WWI, and then again in WWII. It is recorded, however, that he worked at several steel mills in the city, hopping from one to another. It is reported that his presence was not felt during the 5th Column attack on Independence Port. From 1950 to 2000, he seemed to be a mere beggar on the streets, as the only recorded documentation of his activity seems to be in various homeless shelters and rescue missions across the City. The Rikti invasion was a critical point for his career, it seems, because shortly thereafter he registered to be a hero. He had been hiding from society. He said he had held a great "disgust" for humanity, and refused to help or hinder. A hero, he can't remember who, saved Babel during the Rikti invasion, at the cost of the hero's own life. This moved Corvus Babel, to the point where he cleaned up his act and used his remaining funds to buy a white suit of clothing to signify "my pure, new start."

In the late 20th Century and early 21st Century, Corvus was further 'improved' by Crey Industries. He worked for a time as one of their Paragon Protectors. Rikti technology was incorporated into him.

Corvus was wounded by a jadenium bullet (jadenium complete disrupts rikti based powers.) Corvus went into a deep coma and was put into the Coma Ward in the Steel Canyon Medical Center.

He was targeted for death by an assassin. At the moment she was about to kill him, the angel Vincent/Guardian Angel awoke, healing everyone in the room, including Corvus. Corvus saw the assassin, fled and escaped her.

He joined his old friend Hyperman on a mission to discover what happened to Chiri. They found a Council base, and found that his daughter Tisifone was now a Council agent. She buried Corvus in a tunnel. She fled, but was stopped by Blood Wolffe, who swore she could go free for information. The two exchanged blood and memories, and Corvus interrupted the exchange. Blood Wolffe, seeing Tisifone's memories, helped the woman flee from Corvus and they escaped.

History: The leader/owner of Crey Industries, Countess Crey is involved in many business ventures, both legal and illegal.

She hired Maxwell Croniger to help develop the Paragon Protectors, and spoke at his funeral..

She was a major backer of Drake's Drake International Reconsruction Team (D.I.R.T.) and the push to find the earthsuit.

History: Guardian of Simone St. Croix (Simon-Says). Chief of Security for Crey's Paragon Protectors Program. Max helped several different heroes in finding information to help them in their quests against the gangs and villains of Paragon City.

He was killed in a New Year's Eve attack on a civilian Crey party by Grand Admiral Stone's private army. The attack was a mistake, and Simon-Says was in Max's mind when he died.
